Taylor, Tex. was once a center for commerce, but has been struggling as of late. For that reason, the town is gladdened to be chosen as the site for the East Williamson County Higher Education Center: http://www.statesman.com/blogs/content/shared-gen/blogs...igher_education.html.

How can a center of this type benefit a town seeking heightened commerce?
