Chicago's Department of Buildings has not issued the necessary occupancy permit for Donald Trump's 339-room Trump International Hotel & Tower at Wabash Avenue and the Chicago River: http://www.chicagotribune.com/business/chi-tue_trumpnov20,0,6912503.story.

This is giving Trump trouble as he races to complete the building for a Dec. 3 opening. What can developers do when they run up against bureaucratic delays?
