San Diego's recycling program started yesterday, which means it's now mandatory for commercial buildings to recycle: http://www.signonsandiego.com/news/metro/20080219-9999-1m19recycle.html

Do you think it's fair to impose a citywide mandate about waste management? Should the city offset any extra costs the buildings might run up due to the recycling?
